Abstract:
New obligations to reduce the sulphur content of marine fuels
Less air emissions from ships
In Europe new environmental regulations on marine fuels has been established by the Directive 2012/33/
EU amending Council Directive 1999/32/CE as regards the sulphur content of marine fuels, to proceed
with a further step towards the reduction of air pollution from ships and its impact on human health.
The present document is related to changes introduced to the discipline of the sulphur content in marine
fuels and the promotion of alternative technologies and methods to abate emissions from ships, as the
use of systems of purification of exhaust gases on board (i.e. Scrubbers) or alternative fuels such as
liquefied natural gas (LNG) and electrical systems along the coast. In particular the paper contains
the environmental analysis of the transposition of the directive 2012/33/EU (decree 112/2014) and a
description of the changes in the existing Italian legislation relating to marine fuels and the new stricter
rules concerning the sampling and reporting under Council Directive 1999/32/EC as regards the sulphur
content in marine fuels introduced by the Commission Implementing Decision (EU) 2015/253, to achieve
levels of air quality that do not give rise to significant negative impacts on and risks to human health.
