Abstract:
In this paper the assumption is made that the lack of a clear-cut distinction between entrepreneurship
policies and SMEs policies often affects the effectiveness of the policies aimed at supporting
entrepreneurship. With specific reference to Southern Italy, it is maintained that the higher focus on
start-ups does not guarantee a net employment growth or an increase in the innovation level of the local
economic system. Policies should instead favour the survival of "entrepreneurial firms" and select the
entrepreneurs (rather than the firms) to be made eligible for facilities
