Human Resource Development and HIV/AIDS

Abstract:
Human development is the process of acquiring and increasing the number of persons who have skills, education, motivation and experience. These are essential elements for economic and social development in a country .Without the necessary investment in human capital, through education and training, the process of economic development will be hampered. The Republic of Namibia is no exception to the rule and since independence in 1990, it has invested in human resources as one sustainable way to expedite social transformation In this chapter, an overview of the human resources situation in Namibia will be in two distinct phases: pre-independence and presented after 1990. In the ten years since Namibia has attained independence, the Government has been committed to educating its population with positive results. However some challenges still face the country in term of shortages of skilled human resources and unemployment/underemployment. These challenges will become increasingly difficult to meet with the spread of HIVAIDS in the country. This issue will be addressed in more detail later in this chapter.
