If the Regions are granted the power to differentiate the foreigner from the resident citizen
in accessing general social benefits of regional competence, they interfere with the exclusive
state competence regarding matters of immigration. The status of foreigner for the Regions
is in fact relevant only with regard to the real life conditions of the foreign person, not as
a legal status on which they have cause to intervene for the purposes of its definition.
