In this paper I tend to examine the difficulties which, during the Modern Age, governments had to deal with to well run a country. In particular, I tend to analyse the case study of the Kingdom of Naples during the plague epidemic in 1656-58. This case study can teach us that it is difficult to govern a country in such a situation, but also that a lot of governments' incomprehensible behaviours are the results of precise choices linked to supply, political, military, economic, fiscal reasons. To better understand these reasons the Kingdom of Naples must be considered one of the parts of the bigger Spanish Empire.
