Introduction A reflection on the role and future of the discipline of urban planning has to placed within the definition of an overall and long-term scenario of the Faculties of Architecture and Engineering, in order to be able to deal with the constantly changing framework of the structures of the university. A scenario that contemplates a university that is more efficient, integrated from a disciplinary point of view, with a teaching offer that has been stable over time, and despite the intentions of the reform law, characterized by a strong participation of the academic community. Foreseeing a simplification and redefinition of the decision-making system, wich is centralized and bureaucratic, allowing the re-establishment of a real scientific community, wich today is fragmented and not participative. Marrying teaching and research with the aim of opening a debate on the principally qualitative and not quantitative aspects of the results, and their relative evaluation, through national and international comparison and diffusion.
