Preface: General Chair

COLING is organised under the auspices of the International Committee on Computational Linguistics (ICCL, http://nlp.shef.ac.uk/iccl/index.html). ICCL is a very special committee, with no fixed rules and no funding, whose only function is to make sure that aCOLING appears every two years and that it is a good and friendly conference.
