We consider the usage of smart radio environments and meta-surfaces to improve the global performance of sub-THz wireless networks. To this end, we propose a comprehensive mathematical model, accounting for how the electronic orientation of the surfaces, their phase shift and precoding all influence the resulting rate and throughput. Furthermore, we propose three different ways to make such decisions and compare their effectiveness in a small-scale scenario, finding that making simpler decisions such as statically associating users and meta- surfaces results in a performance that is comparable, albeit inferior, to more complex numerical optimization methods.
