Entrepreneurship and rural development in east-central Europe: eight key-issues

The need for agricultural development in the transition economies of Central Europe is discussed as a means of ensuring rural development under market economic conditions. Eight key issues are identified which can be found at the root of entrepreneurship and economic growth in the rural areas: (1) create growth capabilities and promote competitiveness; (2) define legal frameworks and develop links with other economic sectors; (3) develop management skills and support services; (4) develop market systems and infrastructures; (5) build rural financial systems; (6) develop technologies; (7) develop strategies for alternative sources of income; and (8) implement environmentally friendly agricultural practices. The goals associated with each issue and the actions required to attain them are outlined.
