The paper intend to analyse the different problems connects for the massive phenomenon of immigration in European cities and to suggest a strategic planning model within intercultural logic. The problem is not only in the numerical impact of immigration but also in the increase happened in very little time that is destined to create an ulterior social problematic to the inside of the European cities. The problems are also of integration between international and local, between modernity and tradition, between social divisions and multiculture, between marketing and identity. For this reasons the strategic planning must be based on plans answering to the necessities of the people, must be also the combination of the infrastructural plan with the values plans for a city where the differences are calls to cohabit and to be confronted.
