This paper describes a methodology for the evalutation of the DBMS against the user requirements. The methodology consists of the following phases: a)formulation of objectives b) generation of a list of user needs c) conversion of the user needs into DBMS capabilities d) formulation of technical specifications e) generation of a list of evaluation criteria f) assignement of weights to objectives g) assignement of weights to evaluation criteria h) technical value of the proposals i) constraints on the technical value k) cost considerations l)final decisions.
