Eurofleets+ D8.3 Report on feasibility study for implementation of a transnational access system including business plan

The Eurofleets+ project partners have in this deliverable developed a business plan for the establishment of an Eurofleets RI that meets the ESFRI general requirements for an European RI, described the need and the market for such an RI including potential competitors, the Eurofleets RI organisation and governance structure, services to be provided, in addition to funding streams, budget model, an implementation plan and Key Performance Indicators (KPIs). The location, size and composition of the Eurofleets RI office and staffing will depend on which legal model is chosen, which activities and services will be performed "in house" or outsourced to member institutions providing the agreed service either as in-kind contribution or partially or fully funded, or subcontracted to an company or entity, e.g., for accounting, legal services or web services, has to be decided at a later stage, if and when an agreement with the EC for TA activities is negotiated and agreed.
