The Italian metropolitan cities represent the most advanced point of a territory historically founded on urban centres. They are entrusted with a leading role in the country's evolution process. To support this process, it is essential to increase their efficiency. Strategic and territorial planning have a primary role in this process, with the construction of tools incorporating the most innovative elements in the management of the metropolitan territory, in a vision of efficiency, functionality, and sustainability. For this reason, the General Territorial Plan gains a substantial importance, because it is the storage of a forecasting system that must be both strategic and tactical, visionary and binding, flexible and rigid, able to identify, from time to time, the decisions and the answers to the expectations of the metropolitan community.
