In four small papers published more than half a century ago, Academician A.M. Obukhov put the foundations of the theory of propagation and scattering of sound and electromagnetic waves in a turbulent atmosphere. All modern methods of ground-based sounding of the atmosphere, developed in the world, are based on this theory is. In this article, a brief description of each of the publications from this cycle which can be called "Waves and turbulence", is presented.
