The nature of the PNRR and the "conformative" or "binding" effect on national policies raise some problem of constitutional importance, including that of the relationship between the State and the Regions. The research investigates the role of the Regions in the planning and implementation of the Plan, with particular attention to action tools for the involvement of legislative assemblies.
