The Constitutional Court decides to limit the regional collaboration to the substitute activities of the Commissioner ad acta. The choice, in some ways courageous, nevertheless raises doubts both on its legal sustainability and on the concrete effects it will produce, especially when health care will have to be managed again by the Calabria Region.
