In the mid- eighteenth century Neapolitan Enlightenment attracted the attention of the Bourbon government on investment in human capital . Through a complicated balancing act was drawn up an employment strategy centralized, direct vocational training of minors : a mix of discipline , remedies educational and productive practices . Trying to combine these precepts Charles of Bourbon began the implementation in 1751 of the Hotel of the Poor (Albergo dei Poveri): the largest penitentiary audience of " compulsory education " of our country . The state, which until then had given to corporations and charitable institutions lay and religious education and vocational training , a project aimed at " socially " profitable . The aim of this study is to tell a major milestone in the long and troubled journey in recovery , education and vocational qualification of marginal of the Kingdom of Naples .
