abstract:
While the development and the utilization of artificial intelligence (AI) open many possibilities to
explore its benefits to societies, they are also potentially capable to have negative impacts on the enjoyment of internationally recognised human rights. This paper argues that the establishment of a regulatory regime on AI technology, based upon 'human rights by design' approach, should look at the international framework on business and human rights with its emphasis on the duty to protect pending on States as well as on the responsibility to respect human rights, with its human rights due diligence duty, pending on the corporate sector.
